Prince Kung to Elgin. Parkes has helped finalise treaties which will be signed within two or three days and sent to Elgin. Parkes also agrees that presentation of credentials to Emperor is of secondary importance, and hence there seems no further major obstacle to peace. Has ordered Chinese troops to withdraw and expects Elgin to order withdrawal also.
