Prince Kung to Elgin. Will release prisoners of war and meet to sign treaty after foreign troops have retreated from vicinities of Peking to Chang-chia-wan. Emperor has gone hunting as he usually does in autumn and hence is not available to receive Elgin's credentials in person. Again offers to receive them himself in Peking.
