Lao Ch'ung-kuang to [H. Parkes et al.] The hundred copies of proclamation received earlier have been distributed by Magistrate of Nan-hai in his own district only, which explains why none of them has appeared in P'an-yü district. Requests additional hundred copies for distribution in other parts of Canton area. Received fifty copies of another proclamation yesterday; requests additional two hundred copies for distribution. Encloses his own draft proclamation prohibiting abduction [of Chinese males for sale as coolies overseas] for the perusal of [Parkes et al.]
