Acting Consul C.A. Winchester to Viceroy Lao Ch'ung-kuang of Liang-Kuang. Denies categorically that any kidnapped coolie can be on board any British ship, on the ground that Great Britain has long-standing policy of prohibiting coolie trade; but will request Consuls of other nations to investigate their ships.
