Hoppo to C.A. Winchester. Inspector-General H.N. Lay of Imperial Maritime Customs has come with order from Imperial Commissioner to re-organise Canton Customs Office along Shanghai lines. After consultation with Viceroy and Governor, has decided to follow example of Shanghai and employ T. Wade et al. as inspectors.
