H. Parkes et al. to Lao Ch'ung-kuang. Prefect Designate Tuan Chi et al. have been levying likin in western Canton. The Joint Commanders of the Allied Forces occupying Canton have instructed H. Parkes et al. to act as specified in the enclosed proclamation. Encl. Proclamation [by the Joint Commanders of the Allied Forces occupying Canton]: Tuan Chi et al. who have been collecting likin in western Canton, are hereby expelled from the city; the 4,000 taels or so collected by them will be confiscated and used for charity in Canton. 12 Oct 1859.
