Ho Kuei-ch'ing to Bruce. Those responsible for killing Briton and wounding others have been captured but he cannot execute them summarily because according to Chinese law, execution for murder may be authorised only by Emperor; others will be punished according to seriousness of wounds they have caused. All offenders will, according to Chinese law, be transported to provincial seat for trial.
