Bruce to Ho Kuei-ch'ing. Chinese who attacked Britons in Shanghai must be punished in Shanghai to serve as deterrent to future attacks; it is pointless to transfer them to provincial seat of government for punishment. Cannot comment on rules governing Chinese going overseas, but agrees that press-gangs are detestable and will suggest best way of dealing with them at appropriate time in future.
