C.A. Winchester to Hoppo. Arrears of 1856 export duties were caused by Commissioner Yeh Ming-ch'en's closing Customs Office. Consul kept record of taxes due and let ships leave Canton. There are glaring discrepancies between these records and sum now demanded by Chinese. In any case cannot pay arrears until specific instructions have been received from London.
