Ho Kuei-ch'ing to Bruce. Has executed four Chinese who hired fellow countrymen ostensibly as sailors and then sold them as labourers overseas. Has instructed local officials in coastal areas to proclaim prohibition against hiring Chinese to sail on high seas and requests that Bruce instructs Consuls to do same.
