Description

Ho Kuei-ch'ing to Bruce. Is surprised to read that Bruce regards him as Imperial Commissioner in charge only of foreign trade with nothing to do with exchange of treaties, and will therefore not reply to his letter. Ho himself was Joint Imperial Commissioner with Kuei-liang et al., who negotiated treaty with Elgin, and all correspondence then bore his name and title. Even Bruce's first despatch on arrival at Shanghai was addressed to Ho et al. Disturbance in Shanghai on 29 July was caused by foreigners press-ganging Chinese to ship them abroad.
