Kuei-liang et al. to Elgin. Had agreed to all demands at Tientsin because of enormous military pressure. After reporting to Peking, they feel that the permanent residence of British envoy in Peking will damage reputation of dynasty irreparably and will cause even worse rebellions. Plead with Elgin to choose any place other than Peking as permanent residence.
