Ho Kuei-ch'ing and Chao Te-ch'e to Elgin. Transmit Grand Councillor Wen-hsiang's reply to Elgin on Yü-ch'eng's behalf: Yü-ch'eng is not in charge of foreign affairs and is therefore not allowed to communicate with Elgin; urges Elgin to return to Canton as new Imperial Commissioner for Foreign Affairs has been appointed and is on his way to Canton.
