Elgin to Yü-ch'eng. Has arrived at Shanghai after capturing Canton. Demands appointment of Imperial Commissioner within seven days to negotiate new treaty which should give free access to Peking by foreign envoys, free travel in interior of China, free trade in all ports along coast and rivers; heavy transit dues and exactions should be abolished; piracy should be suppressed; and Christians should no longer be persecuted.
