Elgin to Po-kuei. Rejects Po-kuei's claim that officials of Bureau of Occupation have no right to inspect prison cells of Nan-hai and P'an-yü. Chinese prisoners who have offered clues to whereabouts of some foreign captives are now under foreign protection. Urges Po-kuei to publicise widely his notice of amnesty to all Chinese who have been employed by foreigners.
