Elgin to Po-kuei. Will evacuate Canton only after peace agreement is reached with Peking. Establishment of Bureau of Occupation to govern foreigners, leaving administration of Chinese to Chinese officials, is evidence of good intention of British and French authorities and is quickest way to resume normal trade.
