Seymour et al. to Po-kuei. Propose four regulations for administration of Canton: (1) English and French deputies will be appointed to form Bureau of Occupation in Governor's yamen which will henceforth be guarded by English and French soldiers; (2) crimes committed inside military zone will be dealt with by military court; those outside and involving Chinese only will be dealt with by Chinese officials, those involving foreigners and Chinese will be dealt with by said Bureau of Occupation; (3) all official notices must bear seal of Bureau of Occupation; (4) all weapons and military equipments must be handed over to occupying forces.
