Yeh Ming-ch'en to Elgin. Entry into Canton city is not provided for by either Treaty of Nanking or Supplementary Treaty and in any case Sir George Bonham wrote explicitly to abandon any claim for it. Emperor has already rejected successive requests by Bonham and Bowring for treaty revision because treaty was signed to be kept. British flag has never been insulted. Cannot allow Royal Navy to be stationed in Ho-nan because of local opposition.
