Viceroy I-liang of Liang-Chiang to Bowring. Is pleased to read that Bowring has refrained from causing suffering to Chinese civilians, and has refused to meet rebel leaders. As treaty is meant to preserve eternal peace, memorial to Emperor about Bowring having started the war on the pretext of an alleged insult to British flag will put Bowring in an unfavourable light. Urges Bowring to settle dispute with Commissioner Yeh Ming-ch'en at Canton.
