Viceroy Wang I-te of Min-Che to Bowring. Cannot write to Emperor about dispute at Canton because he does not know reasons why Bowring has suddenly decided to start hostilities and because it is not possible to find out exactly what happened at Canton which is so far away. Nor can he transmit Bowring's statement to Emperor because it is written in language [English] he does not know. Urges Bowring to keep peace treaty.
