Yeh Ming-ch'en to Bowring. Is surprised to read that Hong Kong law allows Hong Kong registers to be sold to Chinese vessels. Royal Navy bombardment of Canton has so antagonised inhabitants that it has become impossible, for time being at least, for him to go out of the city to meet Bowring, let alone to allow Bowring to enter it.
