Yeh Ming-ch'en to Bowring. Chinese marines have testified that no flags were flying when they boarded lorcha Arrow; sailors have testified that lorcha belongs to Chinese who bought register in Hong Kong. Requests that treaty be observed by prohibiting further sales of foreign registers to Chinese ships.
