Yeh Ming-ch'en to Bowring. Has issued strict orders to wipe out piracy along coast and many pirates have been captured. Is pleased to read that Royal Navy has been engaged in similarly successful expeditions. Will be happy to give any assistance to clearHong Kong of outlaws to make island better place for foreigners to live in.
