Yeh Ming-ch'en to Bowring. Acknowledges copy of Hong Kong legislation on granting registers. According to Chinese salt legislation, only licensed merchants may carry salt and only in Chinese junks. Lorchas are foreign vessels and must carry only foreign goods. When lorchas are used by Chinese to smuggle salt, they must be dealt with strictly according to Chinese legislation on salt-smuggling. Not even Hong Kong registers can protect them from punishment prescribed for such an offence.
