Bowring to Yeh Ming-ch'en. Hoppo is entitled to confiscate the cargo of the Hong Kong lorcha caught smuggling but cannot detain the vessel itself. Has asked Royal Navy to secure its release. Yeh cannot argue that lorcha is Chinese because it has been registered in Hong Kong and according to a law passed in Hong Kong this year, all residents there, Chinese or foreign, may have their vessels registered and thereby enjoy protection offered by British flag.
