Bowring to Wang I-te. Missionaries must be allowed to build churches inside city of Foochow. Wang is playing with fire if he continues to allow local officials to be hostile to foreigners. Has banned Chinese rebels from gathering in Hong Kong and does not expect Chinese officials to respond by referring to British officials as rebel or barbarian chiefs.
