Chi-erh-hang-a to Bowring and Stirling. France and America honoured agreement and gave protection while walls were built to stop supplies being smuggled into rebel-occupied Shanghai city. Royal Navy did not do so and half-built wall was pulled down by rebels, leading to clash between French navy and rebels.
