Description (What the record is about)

Bonham to Yeh Ming-ch'en. Tseng A-chang, who attempted to set fire to Vice-Consul's ship at Whampoa, has been seen wandering freely in Canton. As Chinese authorities have been so slack about his arrest, Bonham will act unilaterally. Will hold Yeh personally responsible, and considers Chinese Government liable to pay compensation if Tseng A-chang should damage Vice-Consul's ship while still at large.
