Hsü Kuang-chin to Bonham. Appreciates Bonham's concern about rampant tax evasions at Shanghai but cannot understand why, with such outrageous irregularities, customs revenue there still increases from year to year. Nor can he understand how British merchants are jeopardised as taxes apply to all nations. As Imperial Commissioner, his responsibility for five treaty ports is limited to preparing annual reports on customs revenue, and can only, therefore, refer Bonham's complaints about Shanghai to Governor of Kiangsu.
