Hsü Kuang-chin to Bonham. Hoppo has written that Chinese collaborating with foreigners to evade taxes are dealt with by Chinese officials, and foreigners by Consuls. This division of duties is clear and there is no need for Consul and Hoppo to hold meetings to discuss joint action. Will write again as soon as report on Ch'en Ch'ing-chen's death is received from Amoy.
