Description

Hsü Kuang-chin to Bonham. Howqua was sent to speak to Consul J. Bowring because Howqua had been appointed to assist in handling foreign affairs. As Bowring does not speak any Chinese, Howqua had to write out what he said. Bonham contradicts himself by insisting on the one hand that Bowring must see senior Chinese officials to settle matters, and on the other that Bowring does not have power to settle matters but must refer everything to Bonham himself.
