Hsü Kuang-chin to Bonham. Cannot make any official seal without Emperor's permission: therefore Bonham's suggestion to stamp imports for which duties have been paid is out of question. Issuing certificates for taxed imports is best solution. $500 compensation for Hong Kong vessel is ample, considering the fact that opium was among its cargo.
