Hsü Kuang-chin to Bonham. If import duties on cargo are paid at one port and cargo allowed to be transferred freely to other ports, complications will arise as ports are too far apart. Suggests that if cargo is to be transferred, certificate from Consul should be obtained. Has urged Magistrate of Hsiang-shan to speed up payment of compensation for Hong Kong vessel sunk on its way to Shanghai by Chinese fishermen.
