Hsü Kuang-chin to Bonham. Chinese tea merchants have replied that the manner in which tea commission is put to use is an internal matter and does not affect prices of tea. If British Vice-Consul at Whampoa wishes to lease land, he should do so himself asChinese government never interferes in such matters.
