Bonham to Hsü Kuang-chin. Boat in which Vice-Consul at Whampoa has been living is no longer suitable for habitation. More permanent residence must be found. Requests assistance in leasing land from inhabitants to build consulate and prison in order to control three to four thousand British sailors who come and go.
