Description

Hsü Kuang-chin to Bonham. Cantonese are unanimous in opposition to foreigners entering their city and it is not worth forcing issue at risk of disrupting trade. There is sufficient protection for foreigners; civilians can let and rent land as they please; piracy will be suppressed; customs duties are officially fixed but transit dues are beyond his control; it contravenes treaty to let Chinese employ British boats to trade with Hong Kong; has not heard from Ch'i-ying about legalisation of opium; in addition to original four, one more person has now been detained in connection with case in which T.T. Meadows was robbed; commissioner investigating cassia bark monopoly has reported that inhabitants of P'ing-nan [Kwangsi] also complain about monopoly, which is herewith abolished.
