Hsü Kuang-chin to Bonham. Has checked trade agreement signed on 6 Mar 1845. Chinese merchants wishing to deal in cassia bark have to have fellow merchants as guarantors and to state amount of cassia bark they wish to deal in before licences may be issued. These measures are designed to prevent unscrupulous persons from hoarding cassia bark and thus forcing up its export price, and from cheating foreign merchants by giving false names and addresses.
