Davis to Ch'i-ying. Governor-General of India merely wanted to find out existing boundaries, not to demarcate new ones. Trade already exists between Indian states and Tibet and it is not a matter of starting new trade. In any case, he is not asking for permission to send mission to Tibet; mission has been sent and Ch'i-ying was notified as a matter of courtesy.
