Description

Ch'i-ying and Huang En-t'ung to Davis. Both Davis and Consul F.C. McGregor have persistently stated that Britons and Americans jointly defended foreign factories. As U.S. Consul Forbes has declared that Americans stayed indoors guarding their own firms and did not go out to join Britons in fighting, it is obvious that Britons were responsible for shooting. Even if other foreigners were involved, they were only accomplices while Britons were ringleaders. It is useless to defend Britons by saying that they killed in self-defence as three Chinese were shot in streets far beyond troubled area. Unless murderer(s) were punished according to treaty, Chinese soldiers may not have deterrent effect on crowd much longer. Davis cannot demand compensation for losses in disturbances as treaty provides for arrest of criminals and recovery of lost property only. Encl. Forbes to Ch'i-ying.
