Ch'i-ying and Huang En-t'ung to Davis. It is too much to ask Chinese soldiers to be on the spot when incident occurred as they could not have known in advance that C. Compton was about to molest Chinese. All three Chinese were killed in streets far beyond troubled area. Davis cannot claim that they were shot while attacking factories. Nor could he claim that they were ruffians as all three were well-established businessmen. Foreigners' best protection may be obtained not by bullying Cantonese but by observing treaty and by treating Cantonese fairly. Has reinforced guards patrolling factory area.
