Ch'i-ying to Davis. Although Treaty of Nanking does not forbid cargo steamers going up Pearl River, it does not authorise this either. Art. 17 of Supplmentary Treaty provides for sailing boats only. Pearl River is too narrow and too congested for cargo steamers. Witness recent accidents in which steamers ran over junks and sank them, causing about sixty deaths. U.S. steamers visiting Canton carry letters only, having agreed not to accept any cargo.
