Description

Ch'i-ying to F.C. McGregor. British steamer has always been used for carrying letters, not goods, between Canton and Hong Kong. Art. 17 of Supplementary Treaty refers only to lorchas for carrying goods; hence use of steamers for such purpose means breachof treaty and is therefor not permitted.
