Hoppo to Consul F.C. McGregor. Treaty does not prohibit steamers from carrying exports nor does it permit it. Goods for Hong Kong are usually carried by lorchas. If McGregor insists on starting to use steamer, only Imperial Commissioner can decide if this may be done.
