Ch'i-ying to Davis. Since treaty has not been observed [i.e. British authorities have not returned Chusan], Emperor is bound to be greatly annoyed. Therefore, it would be unwise at this stage to approach him about legalisation of opium, which is not included in treaty. As regards alleged attack on Royal Navy officer et al., they should not have gone to the villages to begin with. Since nobody was hurt, the subject should be dropped.
