Ch'i-ying to Davis. Cannot punish villagers as they have not committed any crime. If Davis prevents blue-jackets from venturing into villages, Ch'i-ying himself will instruct local officials to restrain villagers. Will investigate allegation that corruptChinese officials turn blind eye to opium smuggling.
