Ch'i-ying to Davis. Has reply from Emperor: since entry into Canton city is not prescribed by treaty and is objected to by citizens, Ch'i-ying et al. must go about it very carefully. Chusan is in no way related to Canton city question and must be returned. [This despatch was rejected and returned to Ch'i-ying on the ground that its language was improper - see F.O. 682/1979/34.]
