Description

Ch'i-ying to Davis. Neither Treaty of Nanking nor Supplementary Treaty contains provision for entry into city of Canton. If force and torture should be used to cow Cantonese, rebellion is bound to follow. Chusan was kept as guarantee for payment of indemnity. Indemnity has been paid and additional demand to enter city of Canton is flimsy excuse for prolonged occupation of Chusan.
