Ch'i-ying to Davis. Has report from Tartar-General of Foochow. Acting Consul T.H. Layton at Amoy insists that customs duties on porcelain should be 5% ad valorem instead of 5 taels per 100 catties. This is in contravention of trade agreement. Would Davisinstruct Layton to observe treaty?
