Ch'i-ying to Davis. Treaty states that Britons may trade in Canton without restrictions, but trade has always been conducted in factory area outside walled city. Entry into city is in no way related to trade or treaty. Requests Davis to issue notice forbidding Britons from trying to enter city, at least for time being.
