Ch'i-ying to Davis. It is difficult for Cantonese to forget Opium War. I-li-pu and then Ch'i-ying himself have tried hard to placate them and they appear more settled in recent years. Davis' demand to enter city put salt in the wound resulting in a riot on 15 Jan 1846. Next day mob surrounded foreign factories, and was dispersed by troops with great difficulty. Populace is still restless. Welcomes Davis' suggestion to station steamer at Whampoa so that Britons may take refuge on board if need be. Encl. Ch'i-ying's proclamation to placate Cantonese, n.d.
